Ashwaubenon approves development request, Timekeeper Distillery application

ASHWAUBENON – The Ashwaubenon Village Board met on Tuesday, Sept. 24 and discussed a request for a Preliminary Planned Unit Development (PUD) and a full-service retail sales application from Timekeeper Distillery.

A request for the construction of a multi-use residential development located at Parcel VA-L333-2, south of West Main Avenue, involves the creation of 46 single-family homes, 24 condominium style town home units, 64 conventional apartment units and 10 duplex units as well as a stormwater pond.

Prices of the homes would range from $450,000 to $650,000.

Trustees Jay Krueger and Tracy Flucke motioned to open the floor to hear from the public, with only one opposed vote from Trustee Gary Paul.
Nine residents of the area expressed their concerns on the matter, many of which stated their concerns about the traffic.

Residents stated that there is already heavy traffic on roads near the site and the added homes and construction will just increase the amount of traffic issues.

After a move to close the floor from Trustees Paul and Chris Atkinson and further discussion, the board approved the Preliminary PUD with staff conditions.

Timekeeper Distillery — with its primary location located at 720 Grant St.,

Wausau — also put in a request to open up a second location on Holmgren

Way in the same suite space as Souper Day.

Village Attorney Patrick Leigl explained to the board that, although

Timekeeper and Souper Day would share a common space, the two businesses would be separate, meaning that Timekeeper Distillery would not be able to serve alcohol where the food is being served and Souper Day would not be able to serve alcohol.

Customers will still be able to have alcohol from Timekeeper as well as food from Souper Day in the shared common area.

Timekeeper Distillery is also requesting to produce and sell alcohol outside in the parking lot area during special events such as Packers games and the draft.

This part of the location would only be open when Souper Day is closed.

The distillery would have a very similar menu to their Wausau location, as well as a few wine and beer options for those who do not like spirits.

The board approved the application.

Other topics of discussion
Approved an amendment to the Stormwater Utility Ordinance No. 09-2-24, which will now state that bills for stormwater utility charges are to be mailed to the property owner of multiple tenant buildings.

Approved a new right-of-way (ROW) route for electrical units for Cornerstone 4th sheet of ice at the Ashwaubenon Sports Complex.

Discussed the possibility of making code changes to allow RV camping in the village of Ashwaubenon for the upcoming NFL Draft.

The Public Safety Department is opposed to the idea with concerns about the safety of others, as well as concerns about garbage and waste disposal.

The board decided not to change the municipal code.

Approved the ordering of a new ambulance to replace Ambulance 311 (A311).
If ordered right away, the new ambulance is expected to arrive in spring of 2027.

The approval also included the purchasing of additional project items and loose equipment, including new power cots and stair chairs.

These extra purchases will be spread across the 2025-27 budget years.
Approved the eligibility for the Wisconsin Recycling Consolidation Grant for the 2025 calendar year.

Approved resolution R9-1-24 which accepts the partial completion of public improvements to phase two of the Highland Ridge Estates development project.

Approved changes to the regular October Village Board meeting and the scheduling of a Special Village Board meeting.

The Special Village Board meeting will be held on Oct. 8 at noon at 2155 Holmgren Way in the Village Hall boardroom, followed by their regular meeting on Oct. 22 at noon.
