Plan Commission to consider Titletown District Phase Two

ASHWAUBENON – A planned unit development (PUD) for Phase Two of the Titletown District has been put together for consideration Monday, Nov. 5, by the village’s Plan Commission.

Titletown Development LLC, the Green Bay Packers’ real estate development arm, formally announced plans Oct. 3 for the proposed business and residential real estate development with approximately 220 residences and a four-to-five-story office building.

The announced plans call for building the residences at the site along Brookwood Drive and include up to 150 units in an apartment building, ranging from studios to three-bedroom units.

The remaining 70-90 residences would be a mix of three different styles of townhomes available for ownership.

The proposed office building, with a planned location along Lombardi Avenue and Marlee Lane, would consist of approximately 130,000 square feet of space and feature capacity for up to 400 workers.

In addition to the office building, the project plans for Phase Two also include another approximately 100,000 square feet for future development, which could involve retail, food and beverage, and entertainment.

Construction for both the residences and office buildings is slated to begin next spring with completion of the initial residences and the full office building expected by the summer of 2020.

Located to just west of the Titletown District’s Phase One business development, which includes Lodge Kohler, Hinterland Brewery, Bellin Health, Titletown Tech and the plaza with the tubing hill, Phase Two would develop 20.69 acres with retail, restaurant, commercial, residential, office and programmed public space use, according to the 72-page PUD submitted to the village.

It was put together by Sterling Project Development and NBBJ.

“This second phase of the master plan is designed to further promote Titletown’s sense of community,” states the PUD’s cover letter. “The residential, office and commercial uses that are proposed fronting Titletown’s public plaza spaces will provide activity and vibrancy throughout the day and the year. The multi-family residential properties in particular allow us to connect Titletown visitors, workers and residents to one another along the shared open space. Similarly, townhouses along Brookwood Drive will serve as a transition area between the activity of the plaza and the community of single-family homes to the south, knitting together Titletown and the adjacent neighborhood.”

Nearby residents of the Titletown District’s proposed Phase Two development were invited to see the project plans at a meeting held the evening of Oct. 17 at the Ashwaubenon Performing Arts Center.

Among those at the meeting was Michael Cantor of Sterling Project Development, the project manager for the Titletown District.

Cantor said the specific details as to the number of units for the Phase Two development will be firmed up before the village Site Plan Review Committee, which is scheduled to review the project at its Nov. 20 meeting before it goes to the village board Nov. 27.

“Before we go build, we’ve got to sit in front the Site Plan Committee, and that’s where those details are firmed up,” he said.

Though the right to build up to 150 apartment units and 70-90 townhomes could be granted in the permitting process for Phase Two, Cantor said other factors would determine the number actually built.

“It also depends on land and demand,” he said.
