Hobart conditionally approves lot division

HOBART – The Village Board gave conditional approval Nov. 16 to a certified survey map (CSM) sought by Raymond and Shirley Vanden Elzen to divide the existing 32.865-acre parcel they own at 1320 Geneva Dr. into two separate parcels of 2.5 and 30.365 acres.

The smaller lot is currently developed with a single-family home and an accessory building, while the larger lot is mostly undeveloped farmland with two agricultural buildings.

The CSM’s conditions of approval include paying a $300 park fee for a new lot, which also must be rezoned to an appropriate residential district to comply with minimum lot size requirements.

Director of Planning and Code Compliance Todd Gerbers said the property’s current A-1 Agricultural District zoning requires a minimum lot size of 5 acres per parcel, so the smaller lot must be rezoned.

A public hearing to rezone the 2.5-acre lot to ER Estate Residential District is set for the board’s Dec. 7 meeting.

On Nov. 2, the couple was denied rezoning of six parcels it owns near County Line Road, Nathan Road and South Overland Road from A-2 Exclusive Agricultural District to A-1 Agricultural District,

The board denied the rezoning because the property was a potential site for a quarry Michels Road & Stone sought to operate with the land rezoned along with subsequently being issued a conditional use permit.

Bay-Lake RPC

Village Administrator Aaron Kramer said the village’s Planning and Zoning Commission has requested a joint meeting with the board and a representative of the Bay-Lake Regional Planning Commission (RPC) to consider whether the village should become a Bay-Lake RPC member.

The Bay-Lake RPC is a public entity which provides planning and technical assistance to member local governments in Northeast Wisconsin.

Kramer said the village has to decide whether it wants to join the Bay-Lake RPC by June, after which individual community membership will no longer be allowed with Brown County not being a member.

He said the village has its own Planning and Zoning Commission and is part of the Brown County Planning Commission, so it would need to consider whether to be part of another planning group. 

A letter from Bay-Lake RPC Executive Director Cindy Wojtczak said it would cost Hobart $5,000 to be a member in 2022.
