City says ‘yes’ to 'Lombardi Times Square’ project

GREEN BAY – During its Jan. 21 meeting, the Green Bay City Council said “yes” to a pair of developments adjacent to Lambeau Field that have been in the works for eight years.

Vierbicher Project Manager Brad Rymer, who is assisting on the project, said that over the past years the size has been reduced, green space addressed and methods to collect run-off have been instituted.

The project will include a commercial building and a mixed-use building, which the developer refers to as “Lombardi Times Square,” on the 2.78-acre parcel at 1835 South Ridge Road and 1820 Frank Street.

The commercial building will run parallel to Lombardi Avenue at 31,000 square feet with 46 underground parking stalls and retail and office spaces.

The mixed-use building located at the southeast corner of South Ridge and Thorndale will be 12,000 square feet in size with 18 underground parking stalls.

The first floor of the four-story building will be used as commercial space, with the top three floors housing eight units per floor for a total of 24 multi-family residential units.

The space is currently home to a temporary parking lot/vacant green space and a single-family home,

The impervious surface for the parcel was originally set at 95%, but Rymer stated during open-floor discussion that the developer would be agreeable to 90%.

Alder Alyssa Proffitt made a motion to make the change through an amendment to the ordinance, which was unanimously approved by the council.

A few residents were on hand to voice concerns about the project, including a section of sidewalk that sees heavy traffic before and after Packers games, between Shadow Lane and Lombardi Avenue, as well as concerns about traffic, run-off, height of the project and other concerns.

“So what we're doing here with the stormwater management is going to greatly help that neighborhood to the east. We've talked about it. I don't think I need to say any more on that,” Alder Chris Wery said, responding to some of the concerns.

“The traffic plan, as opposed to, I think eight years ago, this traffic plan is sound. I like that we're recommending all those calming measures, you know, maybe reducing the width of the street or putting the measures to slow speeds. I'm glad we've adopted that as a city council now to use those measures.

“I think you can't overlook tax revenue. I mean, right now that corner collects about $50,000 a year in taxes, roughly. And with this project, I confirmed with our finance director, it'll be anywhere from $500,000 to $800,000 in taxes. That's a huge increase, and that's what helps offset our residential taxes when we can grow our tax base and help keep everything else low.”

 “As part of the TIA — the traffic impact analysis — that was done on this whole area, there were recommendations for improved crosswalks, the traffic calming measures; and a part of that would be the enhanced crosswalks, either going across Ridge, across Thorndale and then across Lombardi. I think that's already improved to be ADA compliant,” Rymer said.

“[The] piece between Shadow and Lombardi, which on one end has a ramp, at the other end is just a curb, and then there's a concrete median to get to Lambeau Field. So there's four curbs without ADA accessibility there, but that's another topic of discussion that will be had with public works and potentially improving that sidewalk between Shadow and Lombardi. There's still more to be done there. It's a sidewalk right now. But as you can imagine, there are thousands of people that pour through this five-foot-wide area after the Packer game, and it gets pretty congested. So. I think there's been conversation about potentially doing something to alleviate that as part of this development.”

The council voted unanimously to approve the first reading of the amended zoning ordinance which will allow the project to move forward.
