HOWARD – A low bid of $545,125 from Northeast Asphalt for the village’s 2021 scheduled asphalt resurfacing was approved March 8 by the Howard village board, contingent upon attorney view of the contract.
Director of Public Works Geoff Farr said this year’s work includes asphalt pulverizing and paving on Schanock Drive, Apogee Road, Melody Drive and O’Connor Road, as well as some concrete patching on Taylor Street.
In addition, Farr said developer projects included in the overall bid involve surfacing work for Woodale Estates, Lincoln Castle Court, Ellis Hill and Spencers Crossing.
He said it costs about $380,000 a mile to resurface village roadways, based on a cost of approximately $2.15 per square foot.
Farr said the village is receiving $51,800 in Local Roads Improvement Program funding to offset the resurfacing expenses.
“We have an average lifecycle of our pavements of about 25 years,” he said. “That means then for (approximately 110) miles of pavement, about 4.4 miles should be repaved every year. Obviously, because of some of the larger projects that we have scheduled, including the (County Highway) VV interchange and Lineville Road coming up… we have kind of held down some of the expenses.”
After the interchange project is scheduled to be completed late next year, when no dollars are planned for repaving, Farr said the village plans to expend around $800,000 in 2023 for resurfacing work.
“The village board is always actively taking a look at future projects and deciding how much to spend at any given moment,” he said.
Farr said the village plans to expend $2 million for repaving in 2026 to catch up on that work after no dollars would be designated for that purpose when the reconstruction of Lineville Road is scheduled to take place in 2024-25.
He said the 2021 resurfacing work is separate from this year’s reconstruction of two portions of Evergreen Avenue and one section of Pinecrest Road.
