WisDOT Northeast Region schedules highway construction projects for 2023

BROWN COUNTY – The Wisconsin Department of Transportation (WisDOT) Northeast Region has announced its state highway construction projects for 2023.

The schedule includes many projects in Brown County.

WisDOT said that it is a tentative listing, with the potential changes of additional projects, based on funding levels, and weather delays.

Brown County projects

Leo Frigo Bridge

Work on the Leo Frigo Bridge (I-43) is scheduled from April to September.

This project will involve blasting and painting the steel arch and girders in the arch span of the bridge.

Work includes installation of lighting inside the arch for safer bridge and maintenance inspections.

“There will be a continuous southbound I-43 lane closure during construction. A continuous northbound I-43 lane closure will take place at start of construction and near the end of construction. Off-peak lane closures will occur during the middle stages of work. The southbound I-43 on-ramp from Atkinson Drive will be closed,” the DOT release stated.

“Lane closures will create delays on I-43. These delays may be significant during peak travel times. Please consider alternate routes. 

“Those seeking I-43 access from Atkinson Drive will continue on US 141 to WIS 57 to Webster Avenue and use the Webster Avenue ramp to join I-43.”

WIS 172 resurfacing

Work on WIS 172 from the Austin Strobel Airport entrance in Ashwaubenon to I-43 in the village of Bellevue is scheduled to take place April to November.

“This project consists of mill and overlay of various depths at various locations between I-41 and I-43 (including all ramps). Resurfacing of Riverside Drive between the Green Bay Correctional Institution entrance and Lazarre Avenue, and resurfacing of Webster Avenue between the ramp terminals. Concrete repair and asphalt overlay of County GV between ramp terminals. Joint repair and overlay will take place between the airport and I-41. Other project work includes curb ramp upgrades, curb repairs, concrete base patching, secondary structure rehabilitation on 30 bridges, Hoffman Road Park and Ride resurface, replacement of two sign structures, beam guard upgrades, culvert repair, and pavement markings. Westbound WIS 172 off-ramp to southbound I-41 will be reconstructed,” the release added.

“During construction, the roadway will be open to traffic. Construction on WIS 172 is anticipated to be completed during hours that provide the least impact to the traveling public as possible. Traffic impacts include:

“WIS 172 between I-41 and I-43: Nighttime lane closures, intermittent ramp closures, and long-term lane shifts for structure work. Consecutive ramp closures will not occur.

“Continuous lane closures, intermittent, nightly ramp and intersections closures.

“Westbound WIS 172 off-ramp to southbound I-41 will be closed for six consecutive weeks.”

Webster Avenue, County GV and Riverside Drive will have intermittent lane closures and/or nighttime full closures.

Lane and flagging operations can be expected on side roads during curb ramp and paving operations.

The Hoffman Road Park and Ride will also undergo a resurfacing of the lot one half at a time.

Westbound WIS 172 off-ramp to southbound I-41 will have a signed detour directing traffic to northbound I-41 and an exit at the Lombardi Avenue interchange; use the southbound I-41 on-ramp at the interchange to rejoin southbound I-41.

WIS 32 Bridge Replacement – De Pere

Work on the northbound WIS 32/57 bridge over County PP in the city of De Pere is scheduled for March to mid-May.

“This is a bridge replacement project, including demolition of the existing structure and replacing it with a prestressed concrete girder bridge. Construction includes paving approach slabs, beam guard replacement, curb and gutter, and concrete surface drains,” the release explained.

“The northbound WIS 32 bridge over County PP will be closed for the duration of construction. Southbound County PP will be closed to through traffic between WIS 32/57 and O’Keefe Road. Access will be maintained to properties in the closed portion of County PP.

“Northbound WIS 32 traffic will be directed to use County X (Heritage Road) to County PP (South Broadway Street) and back on WIS 32. Southbound County PP traffic will utilize WIS 32 to County X (Heritage Road) to County PP (South Broadway Street).”

WIS 32/Mason Street – Beaver Dam Creek Bridge

Beaver Dam Creek Bridge over WIS 32/Mason Street in the city of Green Bay will be under construction mid-June to the end of July.

“Work includes a deck overlay of Mason Street Bridge over Beaver Dam Creek. The project also includes inlet installation and storm sewer to help with existing drainage concerns and new approach slabs,” the release stated.

“WIS 32 will be closed and detoured. There will be a hard closure of the bridge. No vehicles will be allowed to cross.

“Eastbound traffic will utilize WIS 32 to Taylor Street to WIS 29/Shawano Avenue to Military Avenue and back on WIS 32. Westbound traffic will utilize WIS 32 to Military Avenue to WIS 29/Shawano Avenue to Taylor Street and back on WIS 32.”

WIS 96 resurfacing

This carryover project from 2022 will take place on WIS 96 in Brown County from WIS 32 in the town Wrightstown to I-43 in the town of New Denmark from May to August.

“This year the existing asphalt roadway will be recycled in place with a new asphalt driving surface placed after recycling the existing pavement. Other work includes guard rail, rumble strips, and pavement marking. Work in 2022 is finished and included replacement of the box culvert between County X and Ronk Road with a new single-span bridge structure and several culvert pipe replacements,” the release added.

“Remaining work on WIS 96 will be performed under flagging operations.”
