Howard board approves Hazel Estates subdivision contracts

HOWARD – The village board voted April 12 to approve a development agreement between the village and Tycore Built LLC and developer Wade Micoley for the Hazel Estates subdivision along Shawano Avenue.

Village Administrator Paul Evert said the developer is financing approximately $2.5 million of the public improvements and asked the village to finance approximately $500,000 in sanitary sewer costs until the lots sell, at which time the sanitary sewer costs will be repaid with interest.

In exchange for the village financing the sewer portion of the project, Evert said the developer has agreed to pay off all outstanding special assessments of around $600,000 in the Woodale subdivision.

“I think his goal is just to get down to one subdivision with financing,” he said.

In related action, the board also approved utility and roadway construction contracts for the Hazel Estates subdivision.

Director of Engineering Mike Kaster said improvements will be installed for 79 new single-family residential lots, and no other properties will receive improvements with this construction project.

Kaster said a drainage system is also included in the project to carry storm water runoff from the Marley Street project to a regional storm water pond currently under construction adjacent to the Hazel Estates subdivision.

Board members agreed to award the utility construction contract to Jossart Brothers for $1,319,334, contingent upon receipt of final environmental permits and attorney review of the contracts.

Jossart was the lowest of six bidders.

The board awarded the roadway construction contract to McKeefry & Sons for $929,015, contingent upon receipt of final environmental permits and attorney review of the contracts.

McKeefry was also the lowest of six bidders.
