Village mill rate less than 25 percent of total taxed in Hobart

HOBART – Regardless of the school district, the percentage of the overall mill rate for services in Hobart is less than 25 percent.

Village Administrator Aaron Kramer presented the Hobart village board earlier this month with a mill rate comparison as it relates to the 2020 tax bills payable this year.

Kramer said the village’s share of the mill rate remained at $4.42 per $1,000 of equalized valuation.

He said the village has two distinct overall mill rates – one for property owners in the Pulaski school district and another for the West De Pere school district.

Kramer said normally the mill rate for West De Pere has been the higher of the two in Hobart.

He said both areas of the village saw an increase in overall mill rates, with both being attributable to increases in the school district portion of the tax levy.

Kramer said each overall mill rate, whether in West De Pere or Pulaski, is currently comprised of four taxing entities, which include: Village of Hobart; individual school district; Brown County; and Northeast Wisconsin Technical College (NWTC).

In addition, he said a state credit is applied to each gross tax rate, which reduces the overall rate applied to the tax bills.

Currently, Kramer said the village’s portion of the net tax rate comprises slightly less than one-quarter of the overall net tax rate.

In the West De Pere school district, he said the school mill rate of $10.92 represents 52.1 percent of the gross mill rate, while Pulaski’s school mill rate of $8.68 is 46.7 percent of the gross mill rate.

Kramer said Brown County’s mill rate is $4.60 with NWTC’s rate at 90 cents.

When adding up the four mill rates, he said the gross mill rate in West De Pere for 2020 is $21.02, compared to $18.60 for Pulaski.

When factoring in a state mill rate credit of $1.27, Kramer said the net mill rate comes to $19.74 for village property owners in West De Pere, compared to $17.33 for Pulaski.

When comparing the village’s mill rate to neighboring communities, he said Hobart’s mill rate has consistently remained below the average mill rate for the nine villages in Brown County, and is 22 percent below the countywide average mill rate of $5.67.

For the 2020 tax bills, Kramer said Hobart’s mill rate ranked seventh highest among the county’s villages at $4.42 with Bellevue ($2.73) the lowest and Wrightstown ($9.04) the highest.
