SNC announces Return-to-Campus plan

DE PERE – St. Norbert College announced a three-phase plan July 9 to return students and faculty back to campus.

The Return-to-Campus plan is the result of work and collaboration, both across campus and with local/regional public authorities.

“St. Norbert College is committed to facilitating a safe return to campus for students, faculty and staff,” said Brian Bruess, SNC president. “Consistent with St. Norbert’s mission and values, we share the responsibility to care for one another, with each member of our community doing their part to ensure the safety of all this fall.”

The plan lists protocols to ensure the health and safety of members of the campus community and their family members.

Those protocols include:

• Wearing face coverings.

• Maintaining physical distancing.

• Adopting enhanced cleaning measures.

• Staying home when sick.

The plan identifies protocols for three phases that indicate a managed progression from the extremely limited contact experienced during Safer-at-Home to an eventual complete return to the “new normal.”

Currently the campus is operating in Phase 1, which will limit everyday activities to increase safety.

Criteria for Phase 1 include: Many cases, including spread in the community, with some undetected cases, with some control measures in place.

Under Phase 1, there is expansion in the number of students in residence in single rooms only, limited ability to work on campus (only as needed; with precautions), and remote working arrangements required where possible.

The school expects to move to Phase 2 on Aug. 3, when staff will return to work on campus.

Before returning to campus, students, faculty and staff will review and acknowledge a checklist to confirm they are symptom-free and have not been in contact with anyone diagnosed with COVID-19, and have not traveled internationally within the last 14 days.

Everyone on campus, ongoing, will be required to conduct daily self-assessments for COVID-19 symptoms.

Students will return to campus Aug. 17-20, staggering their move-in times to help maintain physical distancing during this high-traffic period.

Any student who has a need to move in earlier than these dates should work with his or her coach or student-work supervisor as appropriate to obtain permission and make arrangements.

Phase 2 aims to sustain efforts to limit exposure through physical distancing and restrictions.

Phase 2 criteria includes:

• An adequate supply of viral diagnostic tests and adequate financial support to obtain, administer and process them.

• The authorization and capacity to isolate cases, quarantine and trace contacts of those students who test positive for infection.

• Adequate supplies of personal protective equipment (PPE) for students, faculty and staff, including for health care workers and campus first responders.

• The ability to continue to offer online courses for high-risk students and faculty. High-risk may be defined by age or existing medical condition.

At this phase, residence halls open and in-person classes resume.

Phase 3, or a return to normal, can only happen when cases are rare and transmission is controlled, and vaccines and/or antivirals are widely available.

Masks in public places will be required until the campus reaches Phase 3.
