Bellevue takes action on welcome sign, dog park

BELLEVUE – The Bellevue village board held its Wednesday, April 8, meeting remotely.

The board looked at two options for a village identity sign to be placed within the roundabout at Monroe Road (County Highway GV) and Landmark Boulevard.

“The first proposal is from Creative Sign Company, which includes costs for fabrication and installation and is identical to other village welcome signs we have in multiple locations,” said Andrew Vissers, director of community development. “The sign would be made of composite material and would cost approximately $6,800. It would be under warranty for two years.”

Vissers also said the Lions Club would be open to the idea of donating $1,000 for a panel on the sign, thus dropping the price to about $5,800.

Vissers said the other proposal cost a little under $2,000, but there would be no warranty, installation or delivery, and the lowest quality materials would be used for construction.

Steve Soukup, village president, said this is a good location for a welcome sign because many people enter the village in the high-traffic area.

“I was looking for something low cost,” he said. “I’m concerned we’d put in a sign costing close to $7,000 and someone might lose control of their car and crash into it. A sign like this can show we are a progressive area and maybe people would want to invest in Bellevue.”

It was later noted the village’s liability insurance would cover any costs or damage to the sign through an accident.

The board voted 4-1 in favor to pursue the Creative Sign Company option.

In other news, Adam Waszak, director of Parks, Recreation and Forestry, discussed Phase 2 construction of the Lauren and Peter Mossakowski Family Dog Park.

“The board sought bids for Phase 2 this past January,” he said. “Upon closing, six bids were received. The lowest bid came in at $52,400 from Turf Pro LLC. The estimated project cost for Phase 2 is roughly $55,000, so it came in slightly below what we feel the estimated cost will be. At this time, the Lauren and Peter Mossakowski Family Dog Park is requesting to utilize $33,000 in funds generated through park user fees to offset Phase 2 construction costs. As of March 16, the balance in that fund was $38,156. Staff is estimating we will bring in an additional $11,000 in revenue through park user fees for 2020. We are anticipating spending between $7,000 and $10,000 on remaining expenses for the park in 2020.”

Waszak said even if the full $33,000 was allocated for Phase 2 construction, there would still be a fund balance at the end of 2020.

The board voted unanimously to accept Turf Pro’s bid and allocate $33,000 from park user fees to fund the project.
