Site plan recommended for third apartment in The Element

ASHWAUBENON – A site plan calling for the construction of a third apartment building as part of The Element development is being forwarded to the village board for approval at its March 24 meeting.

The plan, for which a four-story, 68-unit building has been proposed, was recommended Tuesday, March 3, by both the Ashwaubenon Site Plan Review Committee and Plan Commission.

The apartment units included in the third building will consist of 11 studio units, 26 one-bedroom units, eight one-bedroom-with-den units, 16 two-bedroom units and seven three-bedroom units with each unit including an exterior porch or patio.

Community Development Director Aaron Schuette said Building No. 3, to be located immediately north of Building No. 2 at the corner where Element Way turns to the south, will have exterior materials similar to those for Building No. 2 consisting of cast stone accents at entryways and brick veneer on the first floor.

Schuette said the upper floor exteriors will consist of composite lap siding as allowed by the Planned Unit Development (PUD) for the overall project.

He said underground parking will also be used for Building No. 3 and extend into the surface parking area and be reinforced, as was the case with Building No. 1, to support public safety department equipment.

Schuette said an item unique for Building No. 3 is the urban green space located on the southwest portion of the property, with a paved, multi-purpose trail extending from Element Way to the northeast and connecting to a future trail extension to Morris Avenue through the Bohemian Park Apartments.

“I don’t have a timeline on when Bohemian Park will be constructing their second building, so when that will be constructed, is kind of on their timeline at this point,” he said.

Schuette said the conditions of approval include verifying with engineering the sidewalk in front of Building No. 2 and leading up to Building No. 3, including a driveway opening, will be installed as part of the Building No. 3 construction.

In addition, he said a bicycle rack will be required close to the primary entrance with quite a few bicyclists expected to live there.

Building No. 1, a five-story structure with 71 units, opened to tenants in August, while Building No. 2, a four-story structure with 71 units, is now under construction.

The first two buildings were included in the first phase of the project, for which as many as for five buildings consisting of 350 luxury apartments could be constructed with the PUD.

Located on the north side of Marvelle Lane between Holmgren Way and Oneida Street, the multi-phased redevelopment project is the collaboration between Slinde Realty Company, FCM Corporation and the Village of Ashwaubenon.
