Hobart/Lawrence liaison officer to become NWTC instructor

HOBART – Personnel changes are on the horizon for the Hobart/Lawrence Police Department, Police Chief Randy Bani informed the Hobart village board at its meeting Tuesday, Aug. 6.

Bani said the school liaison officer, Angel Van Noie, is resigning her full-time position at the end of August to become a full-time instructor at Northeast Wisconsin Technical College.

Van Noie’s resignation was accepted Thursday, Aug. 8, by the Hobart/Lawrence Police Commission.

“We certainly want to hold her here on a part-time basis, as long as everybody’s on board with it – the police commission and the board here,” Bani said. “And the reason for holding her is she does all our training. She’s going to have all the training, all the qualifications through NWTC, and we get a lot of great training out of her. We have to pay someone to train us, anyway. It might as well be her.”

Bani said Van Noie must be on a law enforcement agency for her to keep her police certification.

“We’re interested in keeping her for our training purposes, and if we would really run into a problem when she’s off, we could certainly use her on the road as well,” he said. “I think it’s a no-brainer to keep her around. She’s been a good employee, and I’m sure she’ll continue to be.”

Bani said Van Noie would be available to the department on an as-needed basis.

As for filling the school liaison officer position, Bani said a new officer with the department, Sarah Manning, expressed interest in the position and was the only one to apply.

“She does have some experience with that position in Lena,” he said. “She coached… and worked in the schools on a part-time basis, and did a ton of community service work in Lena, so I think she would be a good fit.”

Bani said Manning has accepted the liaison officer position for Hemlock Creek Elementary School and will begin full time in that capacity with the start of the new school year.

By filling the school liaison position for 40 hours a week, Bani said that will result in taking an officer off the road.

“(Because Manning is) the only officer that’s interested, that’s the route we’re going to take,” he said.

Along with replacing Van Noie and filling a patrol officer vacancy, Bani said he hopes the department will be able to add another officer for next year.

Village Administrator Aaron Kramer said it won’t be known if there will be funds to add an officer to the department until the 2020 budget is approved.

The department is funded by both the Village of Hobart and the Town of Lawrence.
