Asbestos and lead abatement bid approved for former Schneider site

ASHWAUBENON – The former Schneider site located east of the intersection of South Broadway and Hansen Road is in the process of being redeveloped.

The village of Ashwaubenon now owns the two parcels that total around 20 acres.

As a contingency of the purchase, the village previously had a Phase I environmental assessment of the site completed by Stantec, which Village President Mary Kardoskee said cost $4,500.

Last September, the village board authorized contracting with McMahon & Associates and Stantec for preliminary site work on the parcels for a cost of $104,100, plus final road and utility design costs, with funding from Tax Incremental Financing District No. 3.

After McMahon & Associates inspected the site, the village sought bids for lead and asbestos abatement of the property and received three bids ranging from $84,481 to $91,230.

With all three bids found to be acceptable with no errors or omissions, the board decided Tuesday, Feb. 26, to award the bid to Asbestos Removal Inc. for $84,481.

Doug Martin, Ashwaubenon public works director, said the asbestos and lead would have to be removed from the site in advance of any demolition and future construction.

“This is the first step in this process,” Martin said. “From here, once the site is abated, then we can start with the demolition, the utility work, the roadway work this summer.”

Though village officials have provided few specific details about their plans for the site, Kardoskee previously noted the village has worked with two unnamed developers with both residential and senior housing having been looked at as possible uses.

A closed session was held at the end of the Tuesday, Feb. 26, board meeting related to deliberating or negotiating the investing of public funds regarding the development of property at that site.

Village Manager Allison Swanson said staff updated village board members with options for developing the site.

“(Board members) provided some guidance to staff, who will continue to negotiate with developers in hopes to bring back some more definitive parameters for a development agreement for their meeting in March,” Swanson said. “Our consultants are continuing to work on final construction documents for roadways and utilities for the site. We anticipate possible bidding of the public improvements in April or May.”

Board members also met in closed session regarding about a half acre of property the village owns on two adjacent parcels near the intersection of Marvelle Lane and Fox Heights Lane.
